Despite recent fears of the artificial intelligence (AI) bubble set to burst—and a $1.1 billion bet made by Michael Burray backing that bubble burst—companies aren’t slowing down their investments.

Finnish company Nokia, which was once at the forefront of the mobile phone market, is now leading the AI networking revolution through its vast portfolio of hardware solutions.

Nokia’s $4 Billion U.S. Investment Plan

Recently, Nokia announced plans to invest $4 billion in the United States over multiple years to expand its R&D efforts and manufacturing capabilities.

From this, $3.5 billion will be used to propel its R&D and advance the next generation of connectivity and AI technology across all facets of the network, including accelerating innovation in AI-ready mobile, fixed access, IP, optical, data center networking technologies, and mission-critical/defense solutions. The remaining $500 million will come as capital expenditures directed towards manufacturing and R&D across multiple states, including Texas, New Jersey, and Pennsylvania.

The move will boost the company's suite of AI-optimized networking solutions and R&D spanning automation, quantum-safe networks, chip making, testing, packaging, and material sciences.

The investment comes in collaboration with the Trump administration and will help “strengthen the nation’s capacity to deliver greater security, productivity, and prosperity through AI-optimized connectivity at scale,” according to Nokia President and CEO, Justin Hotard.

Meanwhile, Secretary of Commerce Howard Lutnick, said, “[Nokia’s] investment in manufacturing, packaging, and R&D for optical chips means the most innovative technologies that power AI, data centers, and critical national security applications will be developed and built here in the U.S.A.”

This investment will add to its previously announced investment of $2.3 billion in U.S. manufacturing, R&D, and AI connectivity, which came courtesy of its purchase of Infinera, as well as Infinera’s $456 million investment for two U.S. manufacturing facilities that received incentives from the CHIPS Act.

Nokia operates the Nokia Bell Labs, a century-old R&D facility that boasts of scientists and engineers who have pioneered numerous technological innovations, including inventing the transistor. Bell Labs was founded in January 1925 by Alexander Graham Bell, the inventor of the telephone, and has since seen various owners, including AT&T and Lucent Technologies, which was acquired by Nokia in 2016.

Nokia Invests €100 Million In NestAI

Nokia is strengthening its position in the physical AI space through a strategic partnership with NestAI that aims to advance AI-powered defense solutions.

To this effect, Nokia and Finnish state-owned investment company Tesi will invest a combined €100 million ($115 million) in NestAI as funding raised.

The company is one of Europe’s fastest-growing physical AI labs that builds next-gen AI for unmanned vehicles, autonomous operations, and command and control (C2) platforms across logistics, inspection, surveillance, security, and defense domains.

“At Nokia, we believe that the future of defense and critical infrastructure will be defined by secure, AI-native solutions,” said Justin Hotard, President and CEO at Nokia. “By combining Nokia’s expertise in secure advanced connectivity with NestAI’s pioneering platforms, we are accelerating the development of next-generation capabilities for defense and national safety."

Nokia Is OCP’s New Platinum Member

Nokia also said that it joined the Open Compute Project (OCP) as a Platinum member, its top-most level.

As per OCP’s website, the Project is “a collaborative community focused on redesigning hardware technology to efficiently support the growing demands on compute infrastructure,” and its membership is available in four tiers: Community, Silver, Gold, and Platinum, as well as a newly introduced start-up membership tier. Each level of membership comes with various features and benefits.

A Platinum-level membership will cost Nokia $50,000 and bring a 15% discount on global and regional summit sponsorships, 3 votes on the OCP steering committee, and eligibility for all volunteer lead positions on the Steering Committee or Project Leadership, among other benefits.

Joining the 500-member OCP organization will help Nokia accelerate its efforts to deliver the next generation of open, scalable, and intelligent networks, further pushing AI innovation, as well as tackling complex challenges in the sector.

Nokia also revealed new hardware as it expanded, improved, and enhanced its data center networking portfolio, which included the introduction of a new family of 7220 Interconnect Router (IXR) high-performance data center switches and a suite of Artificial Intelligence for Operations (AIOps) tools for its Event-Driven Automation (EDA) management platform.

Do you think Nokia’s U.S. investments, along with other partnerships and initiatives, will prompt rival telecom and network hardware companies to follow suit?
